Offense comes in more than one form, and the fast form, like Pheromosa and Spectrier, threatens slower offensive mons more than it threatens stall. Stall doesn't give a fuck about speed and has high enough defenses to eat those massive hits.
If a fast offensive mon is strong enough to dish out hits that destroy even stallmons, then it'll shit on slower offensive mons more than it shits on stallmons, and that's exactly what happens with Spectrier and Pheromosa.
