How much would the Pokemon who got megas in the previous gens change now if they got their megas's abilities for their normal form?
For example, Voir would have Pixilate without needing to mega evolve.

That removes half of the strategy of using a mega.
That's like saying Z-Moves or Dynamax have to be used on the first turn.
Too many megas benefit from not instantly going mega for them to be instant form changes.
