In-universe there are more than 8 gyms. You just have to beat 8 in total. Implied by the anime in the first gen and later confirmed for the games' universe in BW/BW2.

So it's not really that big a deal if some random town has a gym leader that's gone all the time.

That's not what happened though. Lenora, Brycen and the triplets all retired and were replaced by Cheren, Marlon and Roxy. There's still only 8 gyms, they just got shuffled around a bit.

I really enjoy the fact that the mainline Pokemon games minimal (or lazy) design allows the mind to extrapolate. By comparison, something like Dark Souls, in my opinion, is purposefully designed to give the player ideas of there own about whats going on in the world. Similarly, I feel the art style (especially in the 2D games) does the same but its probably not on purpose.
