Yes but at least in the past it actually tried to attract kids and held itself to a certain standard instead of relying on manchildren to stay afloat.
Vanilla Hearthome gym is one of the laziest things in classic-style Pokemon other than Viridian Forest in XY. They at least cared to fix it in Platinum.
