Yes. Stealth rock is a stall move, while minimize and baton pass are anti-stall moves.
Sleep should also be unbanned for the same reason.

The only place you could probably argue for Stealth Rocks to go is LGPE since there is no way to remove Rocks when set due to Rapid Spin/Defog not being in the game

I think the damage should be
>1/4x - 1%
>1/2x - 3%
>1x - 6%
>2x - 12%
>4x - 25%
Either that or just make it 12% across the board and double damage to flyers. Having a hazard that punishes ground immunities is fine but the fact it gatekeeps certain pokemon from the meta or forces them to run HDB sucks
