That means you can only make one set with each one, and to get a different set, you either have to wipe the evs and train it again, or trade for another one with no training or the set you want. Then there's some legendaries that are version exclusive so you don't get any without trading. All this heavily incentivizes hacking, injecting, cloning, etc. SwSh addressed this issue a bit with rental teams and making training easier, but legendaries can still be an unnecessary barrier to access. Either banning legendaries or making them readily available would encourage more people to play competitively and legitimately.
