Corviknight doesn't get it because they arbitrarily decided to stop distributing the move as widely as they did before. It's a TR. There is nothing preventing them from doing the logical thing and giving the piece of shit Heat Wave. Why does Zubat get it? Why Guzzlord? You seem to be completely fine with those getting it, but they have even less justification than Moltres, which I've already explained.

Historically Pokemon don't learn random coverage moves that they're weak to. The only fire-weak mons that learn Heat Wave are Shiftry (because wind fans) and G-Darmanitan (because its Unova form and zen mode are both Fire types). If Corviknight wasn't a Steel type, it would learn Heat Wave.

The entire point is that it appears to be fire type at first glance, in which case Heat Wave - a move that is not actually fire and is instead just hot wind - is thematically appropriate as it gives off the idea that it should be a fire type without actually making use of any fire.

The general consensus lately is that Pokémon with high offensive stats typically do not get strong coverage moves for balance. It is similar to why most Gen 5 Waters don’t get Ice Beam, or why you rarely see Dragons these days getting coverage.

Having a theme of "looks like <type> but isn't" doesn't prevent that Pokemon from getting <type>-type moves, so logically G-Moltres should be able to learn Heat Wave.

I wouldn't give a fuck if it was the #1 most used mon in every meta with 90% usage.
It should've gotten Heat Wave because of common sense. And if not Heat Wave, then just any fucking fire move.
