Sometimes it works, for pokemon like Charizard, sometimes it doesn't, for pokemon like Incineroar. Unfortunately, supporting the pokemon outside of the cycle does not make money in GF's eyes, and so most pokemon are never promoted.

Bulbasaur never evolved because people liked the first form best
Charmander evolved because people liked the Las form best
Pikachu is the mascot because people liked it more than Clefairy

The anime makes decisions like this based on popularity back then.

There are times when the anime makes a conscious choice to shill and promote, but they also look at what people like, particularly the ones who buy merch, and work from there.

Friendly reminder that Pokémon games sell well in pattern to how much Charizard they have with some exceptions

1) RGB: Charizard on cover, Charizard as starter
2) GS: Champion uses Charizard, Charizard in the Dex.
3) DP: Chad games that don’t need Charizard to succeed, but us Charichads knew we could just transfer our FRLG ‘zards or our HGSS ‘zards
4) SWSH: Zard Circlejerk Part 2
5) XY: Zard Circlejerk Part 1, even get it early on
6) RS: Awful, awful game, couldn’t transfer our OG Kanto Zards. Made up for it by still being in Japan and being the same gen as FRLG
7) SM: Zard is Fly this game. Will one day overtake RS in sales anyway.
8) BW: Shit game, Zard is only a bridge.

Yes, stuff like Charizard Bridge is annoying, but Gamefreak does not only care about Charizard. A popular pokemon will get pandering, it's just common sense.
