Steven tells you to use Devon Scope on Kecleon, otherwise you will be stuck at Route 120.
At least try something that is actually out of the way, like Bagon (which has only one Trainer in the game he's on the fucking Route with water currents to prevents you from looking it up with the Pokedex)

No, because it's just an NPC using a Pokemon I have to beat instead of something I can actually catch and use.

I'd argue an NPC using a pokemon makes it more fun. When I was playing gen 7, seeing Guzma use a Golisopod made me really excited to add one to my team. If I ran into it in the wild, I wouldn't have seen its offensive potential. Same goes for Whitney's Miltank, Aaron's Drapion and a bunch of other less popular pokemon.

Weather is an important mechanic in game and one that can fuck over someone that is unprepared. If we go by the idea that the main game should slowly introduce competitive concepts to the player, then a weather team should be a given.

Yeah, Misty uses the Staryu line but you can't catch it until after you beat Koga. Which is a minimum of 3 gyms beaten if you know how to sequence break.
