Pretty sure it's Unown.
Even before Hidden Power got cut, it had one move with only 60 BP. And its stats are complete garbage.
Even mons with worse stats like Sunkern and Magikarp at least have a movepool.

This. Assuming you could use Unown in SWSH, it not having any moves at least means you get auto-Struggle, so you’re at least doing some damage. With Cosmog, you have to burn through all the Splash and Teleport PP before you can Struggle, but with a BST of 200 it’ll never get that far.

Standalone yeah it's the worst. It's got worse stats than Unown and can't inflict damage at all. But it's NFE so it's not really a fair comparison.
