It's forgotten more than hated. I don't think there's a large amount of pokemon fans who really object to its design or implementation. Most people just see Stantler and think "oh yeah, that exists".

Not only is it rare, you can only find it one route immediately before the one where you can catch Tauros or Miltank, both of which do Stantler's job much better.

This. A good chunk of "shitmons" are just made to flesh out the world with more creatures. The game would be boring without rarer encounters, even if they're underwhelming in battle.
