OU got fucked beyond all recognition. Tons of shit dropped to UU all at once.
UU players snapped up these new, obviously way too much for old UU pokemon, and pokemon started leaking down to the next tier, not necessarily by viability, but by usage.
Repeat this for each tier up to PU.
Essentially, the mass migration from OU to UU caused a chain reaction of pokemon slipping through cracks, as pokemon just kind of randomly did or didn't get used.
In theory, the meta will, eventually, fix itself, but it's just slow as fuck, since people have to go through a "oh, holy shit, THIS is usable in this tier?" for every pokemon that ended up below where it should be.
