I guess being 4x weak to Earthquake will always sentence you to UU or below unless you're Heatran or maybe Magnezone.

Mons with 4x weaknesses to all kinds of things can be viable.
There's more to the game than just matchups.
Toxtricity would probably be really high tier if it had over 100 speed.

Toxtricity's problem is that it is completely, and I really mean 100% outclassed by Nidoking and even Nidoqueen.

Wasn't Toxtricity pretty good in singles close to launch due to the abundance of Toxapex, Corviknight, Togekiss, and others? Or was it just new toy syndrome? How was he before the Nidos were added in the DLC?

I wouldn't say 100% outclassed.
114 base SpA is better than 85 base SpA, and they get the same boost from their abilities, with Toxtricity's even coming with the added bonus of resistance to a few moves.
I'd still say Nidoking is better overall because it just has better coverage and its ability boosts more moves than Toxtricity's, but Toxtricity can still have a potential niche.

It was pretty good before the Nidos were added. Not meta-defining, but a solid choice for a special attacking wallbreaker.

The problem Toxtricity suffers is the exact same that Nido suffers, but worse. Tox wants absolutely nothing else than to spam Boomburst and his STABs from his special side, but for some reason GF gave him 98 phy att on a typing known for awful physical options(Electric) but without a Gen 1 movepool like Nido has. Nor did they deem to give him a better than "acceptable at best" speed tier.
He's got the stats of a Gen 3 SFMA but was made 5 generations later.

The attack stat of Toxtricity is actually useful, it was used mixed with Shift Gear and Drain Punch since that allowed it to beat Blissey, Excadrill, Tyranitar and Ferrothorn at once.
