They really should just limit the amount of mons you can use against a gym leader, it probably isn't even a hard thing to do, but for some reason not even fangames/romhacks do it

I would prefer the opposite actually: the gym leader never has a set team or level, but the level is scaled to be around yours with the ace always being at least two level higher than your ace, and the team always being the same number of pokémon as yours (obviously with some limitation tho: that way you can't go to the final gym leader and use 1 lv. 8 pokémon)

I think the best distribution would be:

4th, 5th, 6th gym
>5 pokémon
7th, 8th and elite four (only if you are able to battle them in whichever order you prefer, if not only the first 2 go here)

rest of the elite four, champion, final battle with rivals

The 6 pokémon trainers should always have a region-gimmick mon (so a mega in gen 6, a Pokémon-Specific Z Crystal in gen 7 or a Gigantamax in gen 8)

Since doubles is the offical format what if the games reflected this by having league fights be double battles and regular trainer battles stay singles.
Doubles could let the leaders have gimmicks to their battles as well.
