My guess is what happened is that they had more fitting Pokémon at creation, but when they had to cut the amount of Pokémon down, they decided to “make them work” with what was available

I read somewhere ago that when GF realized they didn’t have space to put all of the Pokémon they had come up with onto red and green, they had a vote among the staff of what to put in. The staff was more interested in having a higher amount of evolution families even if they had less members (2 stages or single stage mons) versus if every evolution line was 3 or maybe 2 members but then there would be less fully evolved Pokémon. It may have been in a thread here, but that’s just my guess. Maybe they really were retarded enough to have a ghost E4 member when only one ghost evolution line existed

Platinum at least fixed Flint. Shame Emerald didn't have a bigger dex too.

I think having a team of the same pokemon can theoretically a cool idea, they just need to have vary specific move sets that set them apart. Kinda like some of the Miror B. fights, the trouble is the older games have such a limited movepool for a lot of pokemon.
