Getting a legendary was to push his own impressive strength over the top. And also as an ice type, Kyurem is a better check for the Sinnoh legendaries as they're all also dragons. And if he did study the other regions, then he'd realize that controlling those pokemon would cause another to appear as a mediator like Giratina or Rayquaza, or there was no clear way to control them like Ho-oh/Lugia. Unova's legendaries were not only more obtainable but also more controllable than the previous 4 regions. And once you have a power that maybe, just maybe a couple of really enthusiastic 12-year-olds can match, then at that point, he's probably in the best position he can be put himself in.
