How do I alter the shiny encounter rate without making all pokemon shiny? None of the tools I tried work properly. This is for fire red.

In gen 3 shinieness is determined via a formula that uses several random values, and result is checked against a certain threshold (more info at bulbapedo https://bulbapedia.bulbagarden.net/wiki/Shiny_Pok%C3%A9mon#Generation_III).
The probability of result being below the shiny threshold is exactly 1/8192, so your options are either to raise the threshold (Pokemon will only appear shiny on a rom with hacked threshold and normal on all other roms) or increase the amounts of tries the engine generates Pokemon before giving it to you/triggering a bettle with you (eg. 1st try - probability 1/8192, is pokemon shiny? no - 2nd try - probability 1/4096 - ... etc)

I have been trying this guys program but I am having trouble understanding the hexadecimal shit. I found the offset I need to edit but I do not know what each value means. By default it is set to recalculate shiny odds 1024 times, and this corresponds to a value of "00 04". what value should I replace the "00 04" with if I want it to recalculate the shiny odds only like 16 times?

oh okay, I got it now, it's little endian (i.e: the pairs are backwards)

you should read it as 04 00

1024 in hexa is 400

16 would be 10

you should replace "00 04" for "10 00"

Yes, I patched it first. After patching it I tested it by running around in grass and found 3 shinies in around 30 tries. After changing "00 04" to "00 01" I found 2 shinies in around 40 tries. I want to get the odds to around 1/250 but I don't know how to go lower than "00 01". Perhaps if I understood hexadecimal better I could
