The planet has more seasons than just beach party weather and even then beach party weather is better represented with lighter tones.
This is water we're talking about. Blacker skin, not brown but more into the obsidian black type you can find on google, would be more fitting than brown in general for the idea of a deep sea theme but her outfit is clearly more focused on a brighter water theme.
Foam, white wash, various shades of blue, sunny skies, colorful fish, etc. fit this.
Brown really only fits for an oasis theme or a jungle/savannah river theme(or even a general earth mother theme) and she looks more like a life guard type themed trainer.
The redder tones of her skin from her trainer card would have her well suited to a different outfit design but as is, her outfit and hair plays better off of white skin.
