Fire Pokemon can't handle cold temperatures, that's why Vulpix and Darumaka became Ice types. It makes perfect sense that Fire types would be more comfortable in warmer environments and that cold environments would be uncomfortable for them.

That's what it's doing in the image, yes, but you also have to consider that a large enough population of fire elementals would eventually melt the standing ice in a cold environment. They'd terraform it away from being an icy environment.

Elemental interactions in Pokemon aren't the same as the actual thing

Fire Pokemon are weak to Water type attacks, but they still have to drink water to live, and bathe in it

Wouldn't a large amount of ice elementals in the environment cancel out the effect or actively reverse any that takes place? It seems like the only options for Fire-types would be to convert to an Ice-type, leave for a more hospitable environment, or fight for territory in an area where the weather puts them at a disadvantage.
