If Pokémon never moved past Gen 1, this probably would've happened but the reality is the franchise has a growing roster and newer Pokémon have more thematic movesets or concepts limited by a turn-based system that Smash can do wonders with.

Plus if you're erring on Team Rocket's Meowth and playing the "Smash Needs Villains" angle, there are far more menacing Pokémon to use.

The problem is there's already Mii costumes for Team Rocket so Meowth and Wailuigi are both just going to be shafted forever I guess.

Meowth makes more sense assisting TR rather than fighting them.
