What ever it is, KO and U-turn would just factually be better than Play Rough in those scenarios. If it gets walled, you will at least cripple that Pokemon that walls your Bulu/Boom or U-turn into a Pokemon with a switch advantage. With Play Rough, you only have an advantage against Dragons and Darks/Fightings that resist Grass, which are pretty rare, as Wood Hammer in Grassy Terrain does tons of damage.
Really, Rillaboom’s kit of Grassy Glide/Knock Off/U-turn and Wood Hammer gives it universal tools for any situtation while having that main appeal of an incredibly strong Wood Hammer. It can pick off weaken foes, remove items do its harder for the opponent to deal with you, and can gain offensive momentum. Meanwhile Bulu’s kit is solely coverage, and only Close Combat and Stone Edge are all that useful. You have to be on point with prediction against steel birds, while Tangrowth/Amoonguss shit all over it, requiring you to remove suck bulky Pokemon before you can do your purpose of spamming Grassy Terrain boosted Wood Hammers. Rillaboom doesn’t have this midgame issue since it can just Knock Off the opposing Grass Spam stopper’s item, or U-turn into something that can deal with it (such as Magnezone into a Corviknight). You then also have the option to throw out priority stronger than Talonflame’s Brave Bird so you can easily revenge kill most Pokemon.
So not only is Rillaboom more supportive to its team, but it is also less reliant on its teammates to deal with common anti-grass options, and its all because of 2 moves tons of Pokemon get but not Tapu Bulu.
