Shadow Ball is stronger than Shadow Claw, and even with its higher attack than special attack, it would still be doing about the same or more damage with shadow ball.
But that's not accounting for Dragon Darts being more reliable than Draco Meteor, and of course Dragon Dance.
I think needing to choose between two different attacking stats that have their own benefits and costs is much more interesting than just having one be much better and the other be wasted.
