In canon, no. The battle frontier is a gimmicky battle facility. The elite four are those directly below the champion.

The battle frontier is literally just an attraction site to have gimmicky battles. Nothing else. It's not some Pokemon league affiliate nor the trainers there are considered to be the strongest of the region.

If I remember right, in the ORAS post game I think its stated somewhere that Steven likes going to the Battle Maison. The Battle Frontier might be something like that. But I can see why you would put them at gym leader tier, since Ash did beat them in the anime.

I think Caitlin's progression from brain to elite 4 means that being elite 4 is much more serious a position. being a brain is something she did for the summer.

Because the league is a big deal indeed. Frontier is more an aficionado facility.
Like, sure, you could technically be stronger than trainers from the league, but it doesn't mean you can just claim their positions if you beat them.
Only because you beat an elite doesn't mean you're qualified or apt to be an elite yourself.

Battle Frontiers are private enterprises while gyms/e4 are government funded. E4 members and frontier brains are roughly equivalent but not on the same hierarchy chain and can't be compared directly.

Maybe someone who isn't a casual shitter like myself can answer but are the frontier brains themselves all that challenging? I always thought the challenge was getting through a ton of rounds of battles within a particular ruleset to finally face the brain. I imagine if you could walk right up to the brains and battle them they wouldn't be as big a challenge even taking in the rules their facility utilizes.
But again I personally never really got far in the frontier
