If Inteleon wants guaranteed crits to abuse Sniper, it needs to run Focus Energy, and even then only Snipe Shot is boosted to a 100% crit rate since none of its other moves have high criticals. Not that it'd matter, because the only Special high crit move that isn't an exclusive is Air Cutter, and that move not only has a low Base Power, but Inteleon doesn't even get it.
Because of that you're better off running Focus Energy and holding a Scope Lens so every move is a critical hit, but that makes Snipe Shot moot outside of Doubles and you'd be better off running Scald/Surf/Hydro Pump.
Its too frail to be relying on Focus Energy as a setup move anyway.
