Apparently, Nuvema Town is based on Howard Beach, Queens. As far as I can tell it's never been any kind of ethnic enclave, but John Gotti used to live there, so I'm going to say Italian. Maybe Hilbert is half Jewish, he seems too small and timid to be fully Italian. Hilda's definitely a mob princess though, I'm sure she swears like a sailor and gives her battle subway opponents all kinds of rude hand gestures.
