Basically NONE of the water types in OU use Ice Beam.
None of them use any Ice coverage at all, whether it be physical or special.
Barraskewda, Pelipper, Swampert, Tapu Fini, Toxapex, Urshifu, Seismitoad, Slowking, Suicune, Crawdaunt, Gastrodon, Azumarill, Quagsire, Rotom-W, Keldeo, Araquanid, Volcanion, Gyarados, Mantine, Primarina never use any Ice moves.
The only viable waters who use ice coverage are Slowbro, who only runs it extremely rarely, Kingdra, who runs Hurricane more often than it, and Cloyster, who is part Ice Type.
