>>45828286That's not what outclassed means. They aren't performing the same role. Clefable is primarily used for redirection, Wigglytuff (when used) is Intimidate deterrent.
In expanded formats (like the current VGC) Wigglytuff has no place - but neither do most Pokémon. Wigglytuff saw some off-meta use on Trick Room teams in VGC17 but that format had Milotic, who was far more splashable and was the best Arcanine deterrent in the meta.
Weaker Pokémon are rarely intrinsically viable in VGC, but if the regional dex doesn't include its competition (see: Follow Me Pachirisu in a meta without Togekiss or Clefairy) then it can be. Wigglytuff has a lot of tools at its disposal and could theoretically be useful in an Intimidate heavy VGC with few other Competitive/Defiant users and a generally low BST.
