If you haven't noticed it, the things Pokemon do in Amie/Refresh/Camp are a bit more broad because you're looking at it under more scrutiny. With battles, while they should focus on it more, they figure it looks fine as is, and given how many people turn animations off they might feel like it's a waste of time to some extent. Map design is often the hardest part of most games, even making a bad map takes time and effort, and they're clearly putting it all there. To put it another way, about 2 years ago they barely had any maps done for SS, but the battle system was decently well into development to the point that you could test out raid battles. They have the battles more or less down at a competent level, so they have to spend their valuable time and resources on the new stuff they literally and/or figuratively can't port over. To put it another way, Monolith Soft re-uses a bunch of idle animations for different playable characters in different Xenoblade games, because they looked fine in the first place and work so they don't feel like they have to reinvent the wheel. On the other hand, one look at any of their games and you can tell they have good map designers and clearly focus on that a lot.
