In terms of design? not much, Mudkip is better. In practicality, it's one of the better starters with good typing, a good movepool, and good offense and defense for said movepool.

Though if a blade of grass touches it then it's toast..

I only changed it when I did that stupid battle frontier. To this day I feel my golden Battle Tower badge was a miracle. I changed muddy water for Blizzard, and it froze Anabel's Latios. The others were a cake, but that fucking Latios was the bane of my existance.

To be fair, Cyndaquil is the biggest outlier, but he was introduced in gen 2. Game Freak obviously didn't plan this from the start, they realized later down the line that all fire starters match with zodiac animals and just went with the theme. If cyndaquil was introduced in gen 7 then your argument would actually hold some weight.

Except for the part where they were already using the Zodiac for creature inspiration during Gen I+II, not forgetting they removed a BEAR fire starter for something they called a RAT, never mind adding that RAT to "Year of the RAT" promo art they released both in 2008 AND 2020.
