Abilities/specific moves with right stats (not high BTS total) combined with typing makes pokomon.
This generation has a lot of great examples. Cindarace Libero, Rillaboom with its ability/grassy glide, Dracovish Fishious rend and Urshifu with its wicked blow/no guard.
Even earlier Generation had that (gen 3 since that is when abilities were introduced) with stuff like Tyranitar and its pursuit/sand stream (and in gen 4 buff that it boots its SD since it is rock type),weather setting abilities in general, Scizor and its Tehnician bullet punches, fucking Clef and more. Sure, what I am proposing is more extreme then most, but that is how you make pokemon unique to me. There is so much you can do with just basic stat and move pool changes.
And I think it makes sense somewhat for
Cacturne since cacti in some aspect are perceived as having some kind of spiky shields. I think it fits.
