Landorus can do many things, it can be scarfed, a suicide lead, a bulky support, or a setup sweeper.
Landorus has NEVER been overpowered in the last 3 generations, its just versatile, and can be useful in many different teams, thats why its usage is high each gen.
Incineroar however, could only work as a bulky attacker with parting shot or u turn. In lower tiers, it can do more things like lando does, but not in OU.
