1) An Eevee counterpart is made that gets nine of it's own evolutions representing the physical types, or
2) The existing Eeveelutions each get a regional form that swaps them over to one of the physical typings. Do it like the Galarian birds where each of the new typings still makes a certain level of sense with their names. Sylveon can be Flying or Normal, Umbreon can be Ghost, and so on.
