I'd say Paul edges out against Silver is because Silver eventually learns how to treat his Pokemon with respect. Up until the very end, Paul mistreats and abuses his Pokemon in every desperate attempt to have a stronger team.
Silver grew up not knowing how to treat Pokemon with respect, only what his father wanted. Paul's just a sadistic asshole and that's why he's edgier.
