The game was clearly balanced with the gen 5 level system in mind. I actually prefer the XY method because it makes postgame levelling less of a chore but Jesus Christ did they drop the ball so hard by doing that.
It was probably a late change and they just didn't care enough to rebalance things.

It's a little frustrating because at a glance the XY trainers are all competent and have good spreads (one of the few games where important NPCs have all perfect IVs across the board).
None of that matters when you're still 10 levels above everyone though. XY could have easily been the hardest games with a 30% level boost on everything.

Same can be said of all the newer games actually. If you hid the level caps and just looked through the quality of the trainers in all of gens 6-8 it seems pretty good.
