1: Hydreigon is still an incredible Pokemon in terms of competitive. It's still extremely strong, it's decently fast, it's got quite a lot of bulk, two immunities, AND in Gen 8 it got fucking Nasty Plot to let it wreck havoc with ease. Hydreigon was never shit, not even in Gen 6 when it was arguably at it's worst, especially not with it's choice sets or fat bulkier builds giving it quite a lot of versatility.
2: Hydreigon's speed, if you were observant, was quite deliberately chosen to counter Zekrom and Reshiram (and Haxorus as well if you managed to get one). With base 98, it's 8 points faster than the cover legendaries and 1 point ahead of Haxorus's 97, meaning that it's going to outspeed them with it's level advantage no matter what during the battle with Ghetsis. This both helps cement the threat that Ghetsis holds and also conveys how thought out his plan to backstab N was the entire time: his Hydreigon mops the floor with N's entire team and will slaughter your Dragon if you try to step to him with it. Hydreigon was specifically made to roflstomp the cover legends in the final battle.
3: Game Freak have also been moderately aware of competitive, and likely saw that Hydreigon would be even more busted than Garchomp if it was too fast, so unlike how Chomp is 2 over 100, it's just 2 beneath it, barely slower than the baseline but still quite fast. Again, I don't doubt it was deliberate to avoid making it too powerful.
4: Hydreigon being hit hard by Fairies because GF saw that Dragon really did need a balancing factor is a necessary evil. The Fairy Type needed to happen at one point or another in whatever form it took. However, Garchomp isn't useless because of it's x4 weakness and neither is Hydreigon, and they can both very easily slaughter Fairy Type Pokemon.
