The speed stat is busted, just 1-2 points can make or break a Pokemon unlike in other stats.

How would you fix this?

I wouldn't. The lack of granularity in Speed isn't a problem and has never been. The most I would do is adjust Pokemon base stats via reallocation so that every single Pokemon has a base Speed divisible by 5. That way, if you want to move a Pokemon up a Speed tier with something like Mega Evolution or whatever gimmick comes around later, it will cost 5 points rather than 1.

Combat speed and projectile speed. Using contact moves takes the former into account while using non contact moves takes the latter into account.

make speed a stat that determines how fast an "action gauge" fills. When that gauge is filled you can make a move. That way, if you're a bit more than twice as fast as the opponent, you can use two moves, which makes it consistent with what speed as an intuitive concept is. If you're slow and the opponent switches to a fast pokemon, then your slower pokemon might still get to go first if its gauge was almost full when the switch occurred.

You unironically just made it worse and broke the speed stat beyond repair. This litterally works in pve, it'd make pvp unpayable and make slowmons even more worthless.

None, it's perfect the way it is. The only change GameFreak needs to make is to stop making stupid broken monstrosities like Zacian and Calyrex that have like 130+ speed on top of everything else they have for no good reason.

Scale EVs differently depending on what the base stats are. i.e. investing 252 into a speed stat of 145 gives less of a raw increase than that same investment into a speed stat of 90.
