Even so intelligence wouldn't be that much of a factor. Other Great Apes are intelligent enough to use tools and are our closest relatives yet they're still kept in zoos and in some places chimpanzees, our closest relative, can be a pet. Pokemon, even smart ones like Alakazam, live like wild animals and seem to be docile by nature. There's also the fact that even gardevoir would be an entirely different beast than what people are used to, the thing isn't even a mammal. The only ones I could to as being equal or at least close might be those in the humanlike and field egg group which are probably the pokemon closest to humans but as I said, I doubt it.
