The 3-spiked section on top of Pupitar's head is the top of Tyranitar's head. The 4 front-facing holes are the same on them. The ringed torso is the same blue hide.

The mon is described to eat whole mountains to mature.
Don't look at it like a cocoon of a bug. Instead, if you see it as Larvitar just getting so FAT that its belly becomes huge, and its legs stay tiny, then it makes sense.
It's like a stone version of Snorlax.
