Rillaboom: Drum Beating for Speed Control, Grass Glide + Grassy Terrain = One of the strongest priority moves in the game.

Cinderace: Pyro Ball for 120BP No Contact Physical Damage, Libero for STAB on every move it uses.

OP didn't specify competitive. It's very use in story mode.

For competitive I'd pair it with Regieleki wearing specs and give it Soak.

It's particularly good against Rillaboom and other Regielekis because people do the single most predictable plays with those two and it's basically guaranteed counters for me be it with Tsareena or Marowak

Snipe Shot would not overshadow anyone if it had Crit guaranteed, because Inteleon's big problem are his stats/type, not his offensive options.

He is not fast enough to threaten most fast and strong threats and they made him too fragile yet not strong enough to make it worthwhile. He is literally "what if Alakazam had shit Sp Def and a type that allows two of the most popular Pokemon right now to OHKO him AND also is Water Absorb/Storm Drain fodder". He is impossible to fix, even giving him Protean/Libero would not be enough.

Everything with storm drain either gets air slash/dark pulse flinch 3hkoed faster than they can ko inteleon or can just be hit with hydrosnipe if in BBC. He's bad, but not helpless.

Lapras and co. can kill him with Thunderbolt and Energy Ball, Gastrodon can destroy him with Earth Power thanks to the Sp Atk boost it would get from Switching into one of his water attacks, and even then you talk like the enemy would just let Inteleon set up freely instead of killing him.

He is bad, and he is helpless against anyone that knows how weak his defenses and HP are.

Are they?
Gen 3 had all three starters as competitively viable, Gen 4 had them at like UU at the worst, Gen 5 started a hierarchy of at least one shillmon being competitively viable (Serperior, Greninja, Incineroar), one decently viable Pokemon that don't dip below UU/RU (Emboar, Chesnaught, Primarina), and then only the last 1/3 as mediocre. (Samurott, Delphox, Decidueye).
There's no real reason Gen 8 couldn't have just been back to gen 3-4 since it gave us 2 really good starters.

"Viable" in that context merely means okay. Being okay in a game with 60 characters still means there are at least 20 picks that are better than you. Now inflate those numbers to however many fully evolved pokemon there are.
