With your logic, all pokemon games are equally easy. The games are not hard, but you should take into account the play mode of an average pokemon player (using 6 fully evolved mons, no grinding unless when stuck, avoid legendaries unless they're weak or you really like them). Turning off the exp share, takes you 5 seconds and does not alter the basics of how you'd play a normal pokemon game at all.
You wouldn't say a touhou game is not harder than x because it has an easy mode. When people refer to it as hard, its obviously to a certain mode. It can be triggered since the beginning, and does not require you to change the basic way you play the game. If you want to be autistic about it, you can say "expshare less gen 7 are the hardest games" instead of gen 7
