Because Pokemon clearly isn't aimed at balance. Its aimed to congratulate exploration, which means that unless you give all facilities to the Bosses, they will either have shitmons or be repetitive.

From what I can tell they gave the E4 all rare types. Ice ghost and dragon are all very rare types and dark is sorta rare but not as much so. They should’ve just given them Pokémon that made sense to their team tho, like after they’ve been given all the lines fill in the rest with different Pokémon

Ice is an amazing offensive type. In-game CPU teams rely a lot more emphasis on offense as well, that's why a lot of ice type trainers are challenging like Candice, Glacia, and Lorelei.
