The problem with this logic is any challenge in a pokemon game can just be solved by grinding
The GF typically hit the sweet spot of being just easy enough that you won't bother overleveling, creating a fun kind of artificial challenge
Once you start doing things like insisting every gym leader has 6 pokemon, players are just going to respond by grinding to hell and back, and the game ends up being less difficult than it would have been otherwise

A 4-party team with a unique theme or strategy for a first gym is better than one with 6 mons with full coverage moves, perfect IV/nature, and battle items the player can’t even obtain yet.

Difficulty hacks don’t excuse the dev from appropriately scaling challenges.

How tf we supposed to know? Tell us if you can get an ice/electric/rock type before this gym that can OHKO the first mon without overleveling. If the first mon cant set up sunny day then theres no point.
Also you kinda need a coverage for the second one, solar beam on a fire type this early sounds extreme.

Making the first gym leader have six pokemon, which usually means their first 4 pokemon will be underleveled fodder and the last 2 be overpowered because the player couldn't have built a better team by that point to work around it isn't fun or challenging at all. It's just tedious.

you can get a rock type that outspeeds and probably 2hkos the first one, so there's that. also an electric type but it won't be as strong because of the higher special defense stat

pretty sure I played an ORAS hack like this, Roxanne had a team that you had to over level for if you didn't pick a torchic because it had an aurorus or something that just outsped and one shot literally every pokemon you could catch at that point

The coverage is usually terrible, if you get rid of the field effect you can usually sweep through the team with ease. Although its way more fun to use the field against the leader.
Also, a competent team is to be expected for level 50+ gym leaders. What fucking game do you want where the 16th gym leader, who has level 90 pokemon, doesnt have good coverage and a full team?

Nothing in the game up to this point can put a dent into Shuckle. Barring the starter, nothing is SE against it (or Rollder), and the stuff that does neutral damage is weak to Rock. Also, the wilds are about a third of this team's levels so you gain exp at a snail's pace.

Don't forget about the second gym, the Ground gym, having a fucking Hitmonchan that outlevels the area's wild pokemon by 20 levels. Along with having a physical Psychic move and Mach punch, I don't think that fight's possible without either itemspam or powerleveling a Taillow until it evolves.
