It has ridiculous bulk on both sides, great defensive typing, access to every move a defensive mon needs and more, and it heals 1/3 of it's hp just by switching out.
It's 3 weakness' are easily made up for by it's teammates because ground, electric, and psychic type attacks all have common switch ins that are immune to said attacks.
Basically pex can just sit on 75% of the tier and spam scald, knock off, and t-spikes until it's counters gets ruined then just stall out the rest of the team.
