They're also shown able to understand direct speech, Mina and Ash have no trouble understanding what Pikachu and Ribombee say, as the others around ask them to translate.
You're also ignoring the in-lore reason for Meowth learning to talk - he was mooning over a chick and thought becoming more human-like would make him attractive to her as she was owned (he was a wild alley-cat). Where's the motivation for other pokémon to learn to talk? The need or the right? They're happy with how they ended up, much less their trainers (especially if they knew learning to talk would preclude their pokémon being able to learn more moves, or even evolve (granted Meowth's kept as so for reasons, but given he Gmaxes, it also points to them looking to negate his species' ability retroactively as they did with Soak Mudsdale in SM giving an asspull reason for Onix' defeat to Pikachu).
