Knowing Game Freak, they probably started off with the low-res stuff instead of downscaling for the 3DS and had to remake the textures all over again.
Considering the slight changes in position I also wouldn't be surprises if they had redo the UVs as well.

downscaling for the 3DS would just make the 3DS models look like shit. The lines are THICKER on the 3DS models. You can't get that by downscaling a high res texture to a low res one.

Why the fuck didn't they mirror the UVs and get 2X the amount of texture detail out of the same texture space, holy fuck this is bad. that's just bucket fills and line tool too this is so bad it hurts to know someone was paid for it
