This. A lot of contemporary jap humor was in Gens 1-4 that got cut out as it wouldn't really make sense for western audiences. The english versions of gens 1-4 tend to be a little flat in writing because of this, with the quirky moments being more of an exception or only really showing with grunts because they act strangely and don't just reference things.

NoA localised it up to Gen IV, so it was more adapted and translated to make it work.
From Gen V on, TPC took over the localisation work and started doing it more true-to-original, due to translating from Japanese to each language directly, instead of Nintendo's habit of translating to english, then translating the english script into the various other languages.
