They have a precedent of cutting fan-favorite features from the new regions in remakes. This is the same reason FRLG/HGSS didn't have contests and ORAS didn't have character customization.
>considering they're making it in Gen VIII's engineThis is the most likely scenario, but it's important to remember that the Kanto remakes weren't made in the Gen VII engine and actually featured megas instead of Z-Moves. All the Pokemon Switch games do use the same engine though but we should know by now to never expect patterns from GameFreak as they love to throw curveballs and they might decide to make a separate engine from the ones that all four Pokemon games use on Switch.
