Because offensive mons can't switch into a broken offensive mon's hits, Urshifu only had Clefable, Buzzwole and Tapu Fini as switch-ins, which were alll very common picks on stall/semi-stall, making them much more viable.

A broken offensive pokemon basically mandates that you react to it defensively.
You can't just soft check Urshifu, you NEED a Clefable/Tapu Fini/Mandibuzz+Pex to deal with it because it will OHKO or 2HKO anything else. And revenge killing it can be a pain because it's so bulky and has priority.
