I wouldn't mind seeming them acquirable, but honestly in the wild they should always be Johto-exclusive
Putting them somewhere besides the Ruins of Alph ruins some of the magic

The Alph Ruins were fun to come back to after the game was finished. I always felt like there was something cool I'd discover/solve in those caves. (I didn't have internet as a child)
