Mario games are focused on levels and platofmring, and each game puts focus on new levels, new powerups, new moves, etc. Mario the character is not the focus of Mario the games, the platforming is. In Zelda, exploration and dungeons are the focus, and each games gives a new world and new dungeons to explore. The new content of the sequel is still the focus.
What's the main focus of pokemon? The Pokemon themselves, and getting to battle and catch them. When you sideline the new pokemon in favor of the unchanged old ones, you become less interesting for it. Why play the new monster catching and battling game if most of the monsters you've already caught and battled before, and all the new stuff is a sidenote at best? This IS a problem- at that point, you're less a sequel and more of a mission pack for the original
